The product, in the report: The product is a Lithium Charger named the HTRC C240 Duo. Which CPSC recalled and issued warnings for 2 months ago. It is a dual band Lithium charger that can charge Nimh, Li-on, and LiPo batteries, using EC5 connections and balancing panels.

Hobby Shop in Commack, New York, named Island Hobby Nut is selling LiPo battery chargers that were recalled by CPSC well over a month ago! And I almost had one burned down my shed as it overheats. The Product is the HTRC C240 Duo Lithium Charger. This was all done in a space with good ventilation and temperature. No injuries occurred. But yes they very well could have occurred (injuries) had I not disconnected the charger from its power supply immediately.
