Each is a make, model and year that NHTSA’s recall, complaint or crash rating files name, so the count is of model years, not of recalls or of vehicles. What the count covers

A count of model years, not of vehicles: 23,147 model years from 2015 on, each counted once however many recalls name it. NHTSA’s 30,438 recalls here, of vehicles and car seats, can each cover many model years, sometimes millions of vehicles.

An older vehicle? NHTSA’s recalls of model years before 2015 are a list of their own: 16,483 of them, and search finds them by make, model and year.
