The reports, as CPSC published them

Reports people made to the U.S. Consumer Product Safety Commission. CPSC publishes each one after sending it to the company named, and doesn’t guarantee they’re accurate. A report isn’t a recall.

Each report is the words of the person who made it, as CPSC published them. The company’s comments, where CPSC published any, are set apart as the company’s own.

The product, in the report: Compact Fluorscent Light (CFL)

Also known as CFLs, these little jewels are not without problems.

Last week we had a circuit fail in our house. A short investigation revealed that the circuit breaker had popped, apparently doing its job. The circuit involved mostly lights so I couldn’t figure what had happened. I turned all the lights off that are controlled by that breaker and it stayed on. I looked at each of the lights and didn’t see anything apparent. So we started using the lights again and nothing happened as we turned them on. Then, later, it happened again so I took a closer look and found one of the CFLs that had shorted out and looked like a small fire. I have the light and photographs. Fortunately, this was a “porch” light with nothing flammable surrounding the light and the breaker worked again, shutting off the power to the circuit.

Had the environment been different, like near a couch or other flammable material, the outcome would have been very different as well.

The product, in the report: Commercial Electric CFL bulb with frosted glass globe

A CFL bulb that I had in my bathroom failed and dropped the glass globe that covered the CFL tub onto the bathroom floor. The bulb was installed so that it was facing the ground and it appears the glue that was used to attach the globe to the bulb failed due to thermal cycling. My son, 4, was in the bathroom when it happened and luckily he wasn’t hurt.

The bulb was manufactured by Commercial Electric and purchased from Home Depot. SKU # 774-332, Model EDG25-14. 120V 60Hz 14W. Lot code 1140550.

The product, in the report: compact florescent light bulb

Compact flourescent light bulb needed to be replaced as it was not lighting. When I removed it I noticed that where the bulb and the plastic base meet, the plastic had melted. I think this is a potential fire hazard. The bulb was used in a standard bathroom light fixture. It was an over the sink type fixture that has 5 other lights. No other lights seem to be damaged. This fixture is about 8 years old and has had no problems with it or any other bulbs. The bulb was not enclosed in a globe. The fixture did have a glass “shade type” decorative enlosure that is open on the bottom. The ones you see on a downward hanging light. The product, in the report: Spiral design compact fluorescent bulb

On Saturday, November 12, 2011, I turned on a bedside lamp with a Commercial Electric CFL bulb (SKU # 353-816, Model EDXO-23, 120V 60Hz, 23W .320A, V # 42836). The bulb began to flicker and, when I looked at the lamp, there was smoke streaming from the top of the shade. This smoke was accompanied by an acrid odor which was irritating to both the nose and eyes. After unplugging the lamp and allowing it to cool, I examined the bulb to find that the base was melted and charred black at the point of insertion of the fluorescent tube.

I contacted the customer service number on the bulb [REDACTED] and was connected to a company called TCP, Inc., which provided an email address to send product concerns. I sent an email detailing what had occurred with the bulb and a photograph of the charred bulb. I received this email in response:

You have experienced a non-passive failure. CFLs (compact fluorescent lamps) don’t burn out the way incandescent light bulbs do. Instead, as they near the ends of their lives, they grow dimmer. While some CFL bulbs merely stop emitting light when they finally quit working, others may fail with a dramatic “pop!” sound and then vent a distinct odor. A few even release a bit of smoke at their termination.

Sometimes the bases of the bulbs turn black and have some melting. This seemingly cataclysmic reaction has to do with the breakdown of the bulb’s ballast, which is contained in the part of the bulb that is screwed into the socket. As the bulb ages and degrades, so does its ballast. Yet as scary as odors, smoke, and even blackening or melting of the base of the bulb might be, these lamps are fireproof and are meant to fail safely at the end of their lives.

If you would like, we can send a replacement. Please advise the SKU or TCP number that is on the bulb.

    [REDACTED]

Needless to say, I find this explanation from the company less than satisfactory. The smoke and odor emitted by my bulb required the windows to be opened in the house and an exhaust fan used to remove the noxious fumes. And, regardless of what the company says in their response, I do feel this bulb posed a significant fire hazard and might very well have ignited the fabric shade on the lamp had I not been present to immediately unplug the light.

The product, in the report: Circular double tube CFL with a four prong balast

My son’s room has a circular CFL Light ceiling Fixture that uses 9” double tube circular CFL lamps.

We have bought 2 from Home Depot in the last year or so. The first one burnt out fairly soon after installing it. I installed the backup lightbulb about 7 months ago. 2 nights ago, August 15th, the 2nd one made a hissing noise that grew louder... when my son looked up to see what was up, the balast had heated to the point that the plastic started burning until it shorted out completely. The melted balast is blackened. I’m not sure if there is any leakage of mercury, but I would guess yes due to the hissing sound that it made and that the tube is breached.

The product, in the report: Commercial Electric Flourescent Bulb

Consumer stated that the base of a his fluorescent light bulb burned out. The product had the plastic around light bulb and could have caused a potential fire. The product is a spiral light bulb and was plugged into a kitchen ceiling light fixture. The light bulb was in use for about 2 1/2 years and was on for about a half hour before burning. The damage has not spread to the structure of his home. The consumer removed the bulb by hand after allowing it to cool for about 5 minutes.

The consumer decided not to call the fire department and was not injured by the bulb. The bulb is blackened at the base and one half of the base has melted away. The consumer called the manufacturer on May 30th of 2011 and sent him return material to send the product to them for analysis. The consumer has yet to call the retailer. The wattage is 14 watts and .2 amps.
