Sudden Lock-Up and Safety Hazard - Involving Phnholun Seeker 24 Electric Bicycle Dear Consumer Product Safety Commission,

I am submitting this letter to formally report a product malfunction and safety hazard involving a Phnholun Seeker 24 electric bicycle that resulted in physical injury to my minor child. On October 16, 2025, my 12-year-old son, [REDACTED], was riding his Phnholun Seeker 24 e-bike to school at approximately 30 miles per hour when the bike suddenly locked up without warning, causing him to be thrown over the handlebars. A passing driver stopped to assist, and his brotherwho was riding alongsidewitnessed the incident. [REDACTED] struck both sides of his head and his left thigh, sustaining a mild concussion and multiple bruises. He informed with the Pediatric nurse to rest and is still recovering. The event appears to have been caused by a sudden electrical or mechanical failure of the motor controller, consistent with other reports of Error Code 24 (motor hall sensor or controller malfunction) affecting similar e-bikes.

Product Information: Product Name: Phnholun Seeker 24 Electric Bicycle Manufacturer/Distributor: Phnholun (imported brand, origin unknown) Motor Type: Front-hub electric assist Battery: 48V lithium-ion (as sold) Purchase Date/Source: May 15, 2025 Serial Number: _______523012024050250694__________________________

Nature of the Complaint: - The product experienced a sudden and complete lock-up of the front wheel while powered on. - There were no obstructions or braking inputs at the time of failure. - After the crash, the e-bike failed to restart normally and intermittently lost power. - The malfunction created a significant risk of serious injury or death.

Actions Taken: - The incident has been reported to the CPSC via SaferProducts.gov. - The product, including the battery and controller, has been preserved for investigation. - Supporting documentation (photos of the bike will be attached for review. Requested Action: I respectfully request that the Consumer Product Safety Commission: 1. Investigate potential electrical or controller defects in the Phnholun Seeker 24 and similar models. 2. Notify the manufacturer or importer of this incident and require disclosure of any known defect reports or safety testing. 3. Consider issuing a consumer alert, inspection notice, or recall if this defect is verified.

This incident could have resulted in life-threatening injuries. Other neighborhood families have reported similar issues with other e-bike models, suggesting a broader safety problem that warrants immediate attention.

Thank you for reviewing this complaint and for your continued work to protect public safety. I am available to provide additional details or documentation upon request.
