The product, in the report: Happy Birthday Candles used as decoration on a birthday cake

These candles come apart when removed from cake. The bottom piece adheres to the frosting. At a party, my granddaughter removed the candles from her cake. I did not realize, nor could I see, the white hard plastic piece that remained. it blends in with the frosting & it is not easy to see or remove. two guests got the white piece in their mouth. This is so dangerous. Luckily, they removed it. Anyone could easily get this lodged in their throat. The back of the candle pkg. has a warning to remove both candle pieces, but who ever looks at the back of a box of candles? I did not see it.
