  1. No one hurt

Made Oct 24, 2016, sent to the company Nov 1, 2016, published by CPSC Nov 16, 2016

    The product, in the report: Sylvania-Zinsco power Panel: MLB20(20-40)C Indoor Mod 1, 225 Amps Max. 120/240 VAC 1 phase - 3 wire. 120/208 VAC 3W WYE. Sylvania-Zinsco breaker: 2 pole, 30 amp with 2 light green bars/handles.

When my 6 month old water heater stopped working, I checked my Sylvania-Zinsco breaker panel for a tripped circuit breaker. Seeing none tripped, I looked for the circuit breaker identified as Water Heater (double pole, 30A). The breaker was not tripped. I moved the breaker handles from ON to OFF, at which time I noted that the bottom one of the two (not-connected handles) did not snap all the way off; instead, I could move it to the OFF position, but it would move back to approximately 1/8” shy of the OFF position. I acquired a new breaker and when the old one was removed, I saw there is a charred/burned hole in the plastic housing of the breaker on the same side/pole that would not move to the OFF position.

Neither hot wire appeared to be burned.

After replacement of this breaker with a Connecticut Electric UBIZ-0230 Zinsco Circuit Breaker 2 Pole 30 Amp, the water heater was restored to operation.

Now, however, I suspect all the other breakers in this panel; especially after reading about the failure of other similar panels. My Sylvania panel number is MLB20(20-40)C Indoor Mod 1, 225 Amp Max. 120/240 VAC 1phase - 3 wire. 120/208 VAC SW WYE.
