The product, in the report: Rotator Brand Plug
Rotator brand plugs allow 360° rotation for a grounded 3-conductor connection into a standard wall outlet. Over time, the connection to the ground plug, mediated by a center single contact point degrades, allowing ungrounded connection in one or more areas of rotation. The hot and neutral legs terminate in 2 separate tracks and contact is maintained. User may operate equipment requiring a ground contact for safety purposes and believe they have a valid ground connection when they do not.
