The product, in the report: The tag didn’t have much information other than the brand name & a sticker on the hang tag that said precious puppy baby but when I looked it up online I found out it was called Precious Puppy Baby Sleep Sack; the label says polyester but it feels like velour & it’s blue. This web link is not for the exact item but it is the same size 6-12 months) and design; the text under the features tab shows that is is designed to be worn primarily for sleeping by children & that it definitely is not tight fitting as does the picture: http://www.kidmart.co.uk/halo-sleepsack-wearable-blanket-velboa-cream-6-12m/ (the brand in the link is flame retardant)
I purchased a baby sleep sack for a cousin’s baby and when I was looking at the tag I noticed it said “keep away from flames” and that concerned me because I thought children’s bed clothes were supposed to be flame retardant. I looked online and what I found said that all sleepwear for children ages 9 months to 14 years old had to be. The item in question is for ages 6-12 months so I wasn’t sure if it might apply to it, but I did also see that sleepwear for children under 9 months is only exempt if it is a two piece garment with no piece longer than 15.75 inches or a one piece garment no longer than 25.75 inches. It is a one piece garment and it looked longer than what was mentioned so I measured it and it was 34 inches long.
I thought that part of the problem might be that manufactures might not see a sleep sack as a garment since technically it is not a nightgown, pajama, robe or loungewear but it intended to be worn primarily for sleeping or activities related to sleeping & meets all 3 criteria that the CPSC uses to determine if the item is sleepwear (nature of item/suitability for sleeping, how it’s promoted/distributed, & the likelihood it will be used by children primarily for sleeping).
The item was purchased from a store called Tuesday Morning but I am unsure of the exact location (it was one in the St Louis, MO metropolitan area), the tag says that it was made in China for a brand called Rachael Hale.
