  1. No one hurt

Made Jul 21, 2023, sent to the company Jul 26, 2023, published by CPSC Aug 9, 2023

The product, in the report: The product is a toy consisting of three chambers of thick walled vinyl to hold air under moderate pressure forming a circular shape and back rest. A nylon mesh covers this vinyl air holding tube and has sewn in handles to allow the riders of the towable toy to withstand bumps and centrifugal forces. The toy is towed behind a boat using a 60 ft rope. The speed was limited to about 10 mph because one of the riders was young.

While towing a child and his mother behind a boat, the WOW 2 Coupe, 2-person flotation toy, the towable filled with water spray and did not drain. The water filling the towable caused the floating toy to sink to a low level in the water. When going through a mild wave, the towable went under water along with the riders. Because the cover is loose over the internal air tube and forms a deep gap while being pulled, the child was partially stuck in between the plastic air tube and the nylon cover. This gap temporarily trapped the child’s legs in the towable while under water but forward motion did release the child by him sliding backwards and out of the towable. The child and mother were not injured but could have broken legs or caused water ingestion or worse.
