I bought a Hugal underwater scooter for our pool for my grand kids. In less than a few months while it was charging it started to catch fire. The company is not responding to emails and by phone they say just to email

(9/25/2026) Tianjin Hailang E-commerce Co., Ltd.: General Comment – CPSC Report ID 20260910-F38C8-2147310316 Tianjin Hailang E-commerce Co., Ltd. has reviewed the Report concerning the HAGUL S1 Underwater Scooter and takes the reported incident seriously. The company has been communicating with the consumer regarding the reported issue and has taken after-sales action, including processing a refund to the consumer. The company has also made multiple follow-up attempts to communicate with the consumer and address the reported issue. The consumer’s earliest written communication described a small amount of smoke and melting from the scooter and expressed concern about the possibility of a battery fire. The company is currently conducting a technical investigation into the reported smoke and melting in order to better understand the circumstances of the reported incident. The company has provided CPSC with the available consumer communications and supporting documentation .The technical investigation is still ongoing and the corresponding technical test report is not expected to be completed before the current October 7, 2026 publication date. The company respectfully requests that it be permitted to provide the completed technical report and any related supporting documentation as a supplemental submission once the investigation is completed. The company is committed to consumer safety and will cooperate fully with CPSC in its review of this matter. (10/20/2026) Tianjin Hailang E-commerce Co., Ltd.: Tianjin Hailang E-commerce Co., Ltd. takes the reported incident involving the HAGUL S1 Underwater Scooter seriously and would like to provide additional information regarding the incident, the company’s after-sales response, and the completed technical investigation.
1. Consumer’s Initial Description of the Incident
In the consumer’s earliest written communication to the company, the consumer described observing a small amount of smoke and melting around the scooter while it was being charged and expressed concern that the battery could potentially catch fire. The company acknowledges the reported smoke and melting and recognizes the importance of thoroughly investigating these conditions.
2. Customer Service and After-Sales Response
The company communicated with the consumer regarding the reported issue, made follow-up attempts, and processed a refund following communication with the consumer. The company is providing supporting records of the refund and relevant communications through the appropriate submission channels.
3. Technical Investigation and Verification Testing
The company has completed a technical investigation and internal verification testing concerning the reported charging-connector overheating and melting.
The investigation identified the magnetic charging connector as the area with the most severe visible thermal damage based on the available photographs. The available photographs did not show direct evidence of thermal runaway in the battery pack, cells, or battery management system (BMS) area.
During internal verification testing, one of ten samples subjected to a two-hour immersion in 3.5% salt water exhibited abnormal heating at the charging connector, plastic melting, terminal darkening, and PCBA carbonization. None of the ten fresh-water-immersed samples exhibited comparable abnormalities. The tests involving terminal surface oxidation and simulated high contact resistance or partial contact did not reproduce melting or PCBA carbonization of comparable severity.
These results support the assessment that the entry of salt water or another highly conductive liquid into the magnetic charging connector may cause an abnormal electrical condition and localized overheating. However, the verification results are based on the tested samples and conditions and do not establish the actual field failure rate. The precise mechanism involved in the reported incident has not been conclusively confirmed through physical examination of the incident-related charging connector.
The company is submitting the technical investigation report and the detailed charging-connector overheating verification test report as supplemental information for CPSC’s consideration.
4. Corrective and Preventive Actions
The company has identified follow-up actions that include inspecting relevant charging connectors in inventory, reviewing after-sales records for similar reports, improving charging-interface notices regarding water and foreign matter, and evaluating charging-connector design and additional protective measures.
The company remains committed to product safety and will cooperate with CPSC regarding the reported incident and the supplemental information provided.
