  1. No one hurt

Made Mar 20, 2018, sent to the company Jun 14, 2018, published by CPSC Jul 6, 2018

The product, in the report: Polyvinyl chloride windows manufactured by Sound Solutions, Inc. for the Chicago Department of Aviation’s Residential Insulation Program. They off-gas a bad odor, are extremely difficult and dangerous to operate and actually fall apart!

Although we had been noticing and worrying about a “burning plastic” kind of smell in our home for a year or more, it wasn’t until May 2017 after discussions with neighbors that we realized that the smell was coming from our windows! These are PVC windows, manufactured by Sound Solutions, Inc., and were installed in our home in October 2011 through the Chicago Department of Aviation (CDA) Residential Sound Insulation Program (RSIP). CDA representatives came to our home in May and confirmed that our windows were off-gassing. They led us to believe at that time that it was the first they had heard of this problem. Since that time, hundreds of homes in the RSIP program have been confirmed with the off-gassing windows. My husband began suffering with extremely severe headaches about three years ago, my sister who has some respiratory problems came for a visit but was not able to stay in our home due to the strong odor. The CDA did replace our windows in December 2017 with windows manufactured by Harvey Windows. I guess time will tell whether or not we’ll have a similar problem. While the CDA has conducted air quality tests in our home and others, as well as laboratory chamber testing which has shown to be within acceptable guidelines, we strongly believe that their testing has been incomplete. We have told the CDA all along that IT IS THE SUN that erupts the off-gassing into our homes. They conducted in-home tests on cloudy days and chamber testing without incorporating the UV element. It is our understanding that some additional testing will soon take place and we’ve urged them to include the UV element! We deserve to know for absolute certain whether or not the windows pose a health risk! ALSO, the mechanics of the windows deteriorate causing great danger. Just trying to operate them or clean them is HAZARDOUS. On many occasions, I’ve almost lost fingers because of mechanics snapping loose and windows crashing down! Window frames pull apart at corners and insulation slips out - it’s just a nightmare! What we thought started out to be a good program has turned into an absolute disaster!
