21 month old child put the a toilet seat (nickelodian ImaginAction Paw Patrol Chase Train and Transition Potty) around his head like a hat and it got stuck around his neck. We couldn’t remove it. It got stuck. We called 911 and the firefighters cut the plastic with snippers.
