  1. No one hurt

Made Mar 31, 2018, sent to the company May 4, 2018, published by CPSC May 18, 2018

The product, in the report: Carrier that is part of a Travel System (Stroller +Carrier/Car Seat.

PROBLEM: Some major U.S. retailers are selling a travel system (stroller/car seat combo) online that includes a carrier that does have any labeling, including safety labels required for infant carriers by the CPSC. It is called the Safeplus 3 in 1 Foldable Baby Kids Travel Stroller, model # BB4633BK.

In particular, an important label that is missing is one near the child head area that must be present to warn of the danger of strangulation when a safety harness is not properly worn. (CPSC Docket No. CPSC–2012–0068, Safety Standard for Hand-Held Infant Carriers, pursuant to the Danny Keysar Child Product Safety Notification Act, section104(b).)

This disregard for labeling, and the apparent lack of quality of the product components overall, raises concern over handle-safety requirements in keeping with this rulemaking, as well.

RETAILERS INVOLVED: At least three major retailers are selling this product, Kmart, Sears, and Amazon:

BACKGROUND: This violation came to our attention when a family brought the seat to a childbirth center in SW Washington this week, intending to use it to transport their infant home. Fortunately, since the infant was premature, the seat was subject to additional scrutiny by hospital staff, so a suitable replacement was provided. It is very likely that many other families are currently using this seat without realizing it may be unsafe.

Many photos of the real-life seat were taken at the childbirth center. These can be provided to you, should you need them. Since this product is also in violation of FMVSS 213 (for use as a car seat), a report has been filed with NHTSA, as well. I could not find any previous complaint about this product on the CPSC site. The retailer websites indicate that the product was introduced for sale last September.

I will appreciate a response indicating you’ve received this notification at your earliest convenience. Any updates you can provide on the status of the investigation will also be appreciated.
