  1. No incident, no one hurt

Made Nov 16, 2017, sent to the company May 4, 2018, published by CPSC May 18, 2018

The product, in the report: Infant Car Seat labeled “safeplus” also sold under brand name “Costway”. http://www.kmart.com/safeplus-3-in1-foldable-baby-kids-travel-stroller/p-SPM15259796024?plpSellerId=factorydirectsale&prdNo=2&blockNo=2&blockType=G2

I am a Pediatrician and a Child Passenger Safety Technician (CPST). I saw a mom/baby during newborn nursery rounds that had a strange and alarming car seat. The brand was “safeplus”. Mom says they got it on Amazon with a stroller too. There were ZERO labels on the seat (no FMVSS 213, no use labels), no chest clip, and only two harness slot positions - the lower one of which didn’t have a corresponding hole in the foam behind the fabric to allow it to be threaded. The overall quality was poor.

I googled it - and the descriptions on Kmart and Walmart’s websites use language like “pram” and “pushchair” for stroller which sounds european to me.

    Here’s a link: http://www.kmart.com/safeplus-3-in1-foldable-baby-kids-travel-stroller/p-SPM15259796024?plpSellerId=factorydirectsale&prdNo=2&blockNo=2&blockType=G2

It is also sold at Walmart as: https://www.walmart.com/ip/Costway-3-In1-Foldable-Baby-Kids-Travel-Stroller-Newborn-Infant-Pushchair-Buggy-Black/911429142?wmlspartner=wlpa&selectedSellerId=1848&adid=22222222227081756922&wmlspartner=wmtlabs&wl0=&wl1=g&wl2=c&wl3=196328395184&wl4=pla-316597992715&wl5=9007908&wl6=&wl7=&wl8=&wl9=pla&wl10=113146030&wl11=online&wl12=911429142&wl13=&veh=sem

I also checked with senior officials at the Maryland Dept of Health who are CPST instructors and they agreed that this seat is not legal for use (or sale) in the U.S.
