The product, in the report: The product was a Fireworks - Novelty Devices and Labeled Adult Snapper. I am still working on a getting more details from the retailer. This product is marketed as an Adult Snapper, a category CPSC addressed in a June 2011 interpretation letter, stating such devices - because they exceed the 1.0 mg silver fulminate limit for exempt snapper novelty devices - should be regulated and labeled as firecrackers under 16 C.F.R. - 1500.17 a 8. We request CPSC review this specific product/manufacturer for compliance with that standard, given the injury risk to young children who may access and bite into these devices.

A minor child of age 1 year and 2 months. The child sustained minor oral bleeding after biting into a sealed individual unit of a firework product labeled - Adult Snappers. The item exploded when the child bit down on it. The unit had been removed from the outer retail box but remained sealed in plastic/foil wrap at the time. The product is a larger, red, cylindrical, impact-activated snapper - larger and higher-charge than a standard snapper novelty device. The unit detonated when bitten, causing minor bleeding to the child’s mouth.
