The product, in the report: Minoxidil 5 percent topical hair regrowth solution with Biotin and Rosemary, for men and women. Dark blue cylindrical bottle with white pump spray top and a clear friction-fit plastic cap. Size 2.02 fl oz, 60 mL, labeled as One Month Supply. The front label says Minoxidil 5 percent with Biotin and Rosemary, Hair Regrowth Treatment, Men and Women, and Number 1 Dermatologist Recommended. The product came in a dark blue cardboard box with the same labeling. Sold on Amazon under the brand name Rylx by seller [REDACTED].
I purchased a hair regrowth product on Amazon.com. The product is Minoxidil for Men and Women, Hair Growth Serum with Biotin, Rosemary and Batana, 5 percent, 60ML. The brand is Rylx and the seller is [REDACTED]. This is a 5 percent minoxidil topical solution in a 60 mL bottle, containing approximately 3000 mg of minoxidil per package. Under the Poison Prevention Packaging Act, PPPA, and 16 CFR 1700.14, any minoxidil preparation containing more than 14 mg of minoxidil per package must be sold in child-resistant packaging. When I received this product, I found it is packaged in an ordinary pump-spray bottle with a simple friction-fit clear plastic cap. There is no child-resistant closure of any kind. A young child could remove the cap and dispense the liquid with a single press. No injury has occurred in my household, but I am reporting this because accidental ingestion of minoxidil by children is known to cause severe hypotension and rapid heart rate, and has led to hospitalizations and at least one reported child death. I have four young children at home, which is why I checked the packaging. The Amazon listing shows over 1000 units bought in the past month, so a large number of non-compliant packages are entering homes with small children. I am reporting this as a violation of the PPPA child-resistant packaging requirement.
