The short answer
Record last released by Delaware Office of Child Care Licensing on Oct 23, 2026.
Each figure’s source sits beside it, in its section below.
What these words mean4
- Inspection (survey)
- A visit by state inspectors, often unannounced, who check a place against the rules it must meet. For nursing homes and other places Medicare pays, CMS calls these visits surveys: a standard survey of a nursing home comes at least every 15 months, and a complaint survey whenever a complaint calls for one. Source: CMS; 42 CFR 488.308.
- Deficiency, citation, violation
- What inspectors write up when a place didn’t meet a rule: the rule, what they saw, and when. CMS calls it a deficiency; states may say citation or violation. It is the inspectors’ finding, not a court’s, and the place is usually asked for a plan to correct it. Source: CMS, statement of deficiencies (Form CMS-2567); each state’s licensing agency.
- Licence status
- Whether the state’s licence lets the place operate now, in the state’s own words: licensed, on probation (allowed to keep operating on conditions, after problems), provisional, pending or expired. Source: Each state’s licensing agency.
- Capacity
- The most people the licence or certification lets the place care for at once: residents, children, beds or apartments, as the state counts them. It isn’t how many are there now. Source: Each state’s licensing agency.

| Date | What | Detail |
|---|---|---|
| Aug 7, 2026 | OCCL Standards Complaint: No Evidence to Substantiate | The Office of Child Care Licensing received a complaint on July 13, 2026, regarding not conducting fire drills and not posting the current month. An investigation was conducted on July 22, 2026. There is no evidence to substantiate this complaint because Administrator #1 provided fire drill documentation for LS #1 to review. The records demonstrated that fire drills had been conducted monthly from January 2026 through June 2026, and the current month was posted. |
| Apr 15, 2026 | OCCL Standards Complaint: No Evidence to Substantiate | The Office of Child Care Licensing received a complaint on March 5, 2026, regarding inappropriate staff communication. An investigation was conducted on March 19, 2026. There is no evidence to substantiate this complaint because while one staff member stated Staff #4 stated they knew what the child would be doing later when the child was observed putting their hands through a sandwich, Staff #4 denied all allegations, and there was no explanation on the interpretation of the statement. Also, all written communication reviewed did not contain any inappropriate statements from Staff #4. |
| Feb 4, 2026 | OCCL Standards Complaint: No Evidence to Substantiate | The Office of Child Care Licensing received a complaint on January 6, 2026, regarding not following diapering procedures. An investigation was conducted on January 12, 2026. There is no evidence to substantiate this complaint because interviewed staff members stated they made several attempts to change Child #1 s pull-up after being informed by the bus driver that Child #1 was wet. Child #1 refused each attempt. Staff #1 stated that Parent#1 was notified, who sent Child #1’s grandmother to assist with the diaper changing. |
| Nov 27, 2023 | OCCL Standards Complaint: Substantiated | The Office of Child Care Licensing received a complaint on September 29, 2023, regarding discrimination. An investigation was conducted on October 5, 2023. This complaint is substantiated because the administrator informed the parent of the company’s policy and practices, requiring any child enrolling in the one-year-old classroom to be confidently walking. The administrator stated while talking to the parent she let the parent know the children would require infant care as they are not yet walking, and unfortunately the infant rooms did not have an opening. The Americans with Disabilities Act and Delaware Equal Accommodations Law require reasonable accommodations in an age-appropriate environment unless doing so would cause undue hardship. An undue hardship means that a specific accommodation would require significant difficulty or expense. This determination, which must be made on a case-by-case basis, considers factors such as the nature and cost of the accommodation needed, and the impact of the accommodation on the operations not only to financial difficulty, but to reasonable accommodations that are unduly extensive, substantial, or disruptive, or those that would fundamentally alter the nature or operations of the business. The administrator did not make an informed decision based on the specific needs of these children and any accommodation that might be possible but stated the company policy for all children and did not determine if the specific needs of these children would require a fundamental alteration of their program. |

What the record doesn’t say
- Delaware doesn’t grade violations by severity, so read what was cited.
- Delaware’s open data lists a visit only when a violation was cited there, so visits that found nothing aren’t shown.
- Delaware publishes five years of reviews and complaints; this page shows the last three.
- Delaware doesn’t publish staffing levels or owners for individual providers.
- Delaware lists only the visits that found violations, so a provider with none listed may not have been visited at all: no count of violations is used to headline, filter or compare its providers.
