What these words mean4
Inspection (survey)
A visit by state inspectors, often unannounced, who check a place against the rules it must meet. For nursing homes and other places Medicare pays, CMS calls these visits surveys: a standard survey of a nursing home comes at least every 15 months, and a complaint survey whenever a complaint calls for one. Source: CMS; 42 CFR 488.308.
Deficiency, citation, violation
What inspectors write up when a place didn’t meet a rule: the rule, what they saw, and when. CMS calls it a deficiency; states may say citation or violation. It is the inspectors’ finding, not a court’s, and the place is usually asked for a plan to correct it. Source: CMS, statement of deficiencies (Form CMS-2567); each state’s licensing agency.
Licence status
Whether the state’s licence lets the place operate now, in the state’s own words: licensed, on probation (allowed to keep operating on conditions, after problems), provisional, pending or expired. Source: Each state’s licensing agency.
Capacity
The most people the licence or certification lets the place care for at once: residents, children, beds or apartments, as the state counts them. It isn’t how many are there now. Source: Each state’s licensing agency.

May 15, 2025OCCL Standards Complaint: SubstantiatedThe Office of Child Care Licensing (OCCL) received a complaint on April 15, 2025, regarding engaging in other activities during child care, not following the parent handbook suspension policy, and not being respectful when speaking to others. An investigation was conducted on April 29, 2025. This complaint is substantiated for not following the suspension and expulsion policy in the parent handbook because Provider #1 suspended Child #1 for three days, but the parent handbook states suspensions will be for one day. There is no evidence to substantiate Provider #1 not being respectful because she denied the allegation. While Provider #1 was engaging in other activities during child care, she was present in the home, and her non-emergency substitute was caring for the children. However, a concern is that Provider #1 is utilizing Substitute #1 to care for the children while she attends online classes and Provider #1 did not inform or receive OCCL approval before using Substitute #1 while attending classes.
Jun 25, 2024OCCL Standards Complaint: No Evidence to Substantiate with ConcernThe Office of Child Care Licensing (OCCL) received a complaint on May 15, 2024, regarding not providing a parent handbook to a family and not being respectful when speaking to others. An investigation began on May 22, 2024, and concluded on May 23, 2024. There is no evidence to substantiate this complaint because Ms. Stanford-Daniels stated she provided the family with an enrollment packet that included policies of child care and a Purchase of Care contract. Ms. Stanford-Daniels denied speaking disrespectfully to Parent #1 and stated Parent #1 had an attitude when she spoke with her. During this investigation concerns noted were two children were observed sleeping on a blanket directly on the carpet, a child was observed in a pack-and-play with a bottle in his mouth drinking milk, seven children were observed in the family child care when Ms. Stanford-Daniels was a level one family child care provider with a capacity of six children, and child attendance was not documented.
Mar 13, 2024OCCL Standards Complaint: SubstantiatedThe Office of Child Care Licensing (OCCL) received a complaint on February 12, 2024, regarding not following the policies in the parent handbook and not meeting the needs of a child. An investigation began on February 20, 2024, and concluded on March 8, 2024. This complaint is substantiated for not following the food policy in the parent handbook since Ms. Stanford-Daniels did not have a written policy stating no outside food is allowed in the child care but she enforced a no outside food policy. There is no evidence to substantiate the allegation that Ms. Stanford-Daniels did not meet the needs of Child #1 because Ms. Stanford-Daniels stated Child #1 was encouraged to use the bathroom several times during the day. Additionally, Ms. Stanford-Daniels has a termination policy that states a child can be terminated immediately if a parent disrespectfully speaks to her.
Nov 28, 2023OCCL Standards Complaint: No Evidence to SubstantiateThe Office of Child Care Licensing received a complaint on October 17, 2023, regarding not following the termination policy in the handbook. An investigation was conducted on October 27, 2023, and concluded on November 7, 2023. There is no evidence to substantiate this complaint because Ms. Stanford-Daniels stated Parent #1 was speaking to her aggressively and disrespectfully, so she terminated her child care.

What the record doesn’t say

  • Delaware doesn’t grade violations by severity, so read what was cited.
  • Delaware’s open data lists a visit only when a violation was cited there, so visits that found nothing aren’t shown.
  • Delaware publishes five years of reviews and complaints; this page shows the last three.
  • Delaware doesn’t publish staffing levels or owners for individual providers.
  • Delaware lists only the visits that found violations, so a provider with none listed may not have been visited at all: no count of violations is used to headline, filter or compare its providers.
