The product, in the report: Small electric fence controller for dogs. American Farmworks
Electric Fence Controller, Model K-9, American Farmworks, began pulsing various voltages. I disconnected unit and searched web for possible fixes. Found a Product Recall Notice 97-031 which listed a phone number to contact the supplier. A call resulted in a representative claiming that the company had no notice of the unit being recalled and that the company, not a governmental agency would issue the recall. Since the unit had exceeded the warranty period, they had no further responsibility for the unit. I forwarded the notice to the representative.
