The product, in the report: Frozen light up snow boots from Target toddler/girls size 12

I am wondering if my daughters snow boots are unsafe or violate federal laws regarding button batteries. She is 6 years old and last winter has been wearing her snow boots. The soles of the boots wore down and started falling apart. It appears the sole around the button battery is worn away and the button battery is exposed. I bought the boots from Target. Girls/toddler size 12 Frozen light up snow boots. I have photos if needed. No injuries. Just concerned. I told her to no longer wear them.
