The short answer

NHTSA received VOLVO TRUCKS NORTH AMERICA INC’s report on Mar 23, 1996. Copied from NHTSA on Oct 27, 2026.

Every line below is in NHTSA’s own words, with its source beside it.

What’s wrong with it?

THIS CONDITION WOULD KEEP THE REAR AXLE SERVICE BRAKES APPLIED WITHOUT ANY BRAKE PEDAL MOVEMENT BY THE DRIVER INCREASING THE RISK OF A VEHICLE ACCIDENT.

THE TRACTION SOLENOID EXHAUST CAN BE OBSTRUCTED DUE TO INADEQUATE DRAINAGE AND A BUILD-UP OF ROAD CONTAMINATION BETWEEN THE MOUNTING BRACKET AND THE SOLENOID HOUSING.

THE OBSTRUCTED EXHAUST PREVENTS THE RELAY VALVE CONTROL AIR PRESSURE FROM VENTING AFTER A DIFFERENTIAL BRAKING TRACTION EVENT.

  • NHTSA’s part: Service brakes, air.

What should you do?

DEALERS WILL REMOVE THE SUSPECT VALVE AND INSTALL A NEW VALVE THAT HAS A MODIFIED SOLENOID HOUSING WHICH WILL ALLOW FOR SUFFICIENT DRAINAGE AND A NEW VALVE MOUNTING BRACKET WITH INCREASED HEIGHT TO REDUCE ENTRY OF CONTAMINATION.

What the record doesn’t say

  • NHTSA’s recall file doesn’t say whether anyone was hurt.
  • Whether one vehicle or seat has been fixed: only its maker, or NHTSA’s lookup with a VIN, can say.
  • This recall names only model years before 2015, which have no pages here. Your VIN, at NHTSA, says which recalls are open on a vehicle.
  • How many have been returned or fixed isn’t in the notice.
