The short answer

NHTSA received GENERAL MOTORS CORP.’s report on Jan 21, 1994. Copied from NHTSA on Oct 20, 2026.

Every line below is in NHTSA’s own words, with its source beside it.

What’s wrong with it?

CONSEQUENCE OF NON-COMPLIANCE: PASSENGERS SEATED IN THESE POSITON MAYBE UNABLE TO EXTRACT AND FASTEN THEIR SEAT BELTS UNTIL THE VEHICLE IS MOVED TO A MORE LEVEL SURFACE. UNBELTED OCCUPANTS ARE MORE AT RISK OF INJURY IN THE EVENT OF A COLLISION THAN THOSE USING SAFETY BELTS.

THE THIRD ROW SAFETY BELT RETRACTORS MAY BE INSTALLED INCORRECTLY AND MAY LOCK-UP WHEN THE VEHICLE IS ON SLOPES OF LESS THAN 15 DEGREES, WHICH DOES NOT COMPLY WITH FMVSS NO. 209, “SEAT BELT ASSEMBLIES.”

What the record doesn’t say

  • NHTSA’s recall file doesn’t say whether anyone was hurt.
  • Whether one vehicle or seat has been fixed: only its maker, or NHTSA’s lookup with a VIN, can say.
  • This recall names only model years before 2015, which have no pages here. Your VIN, at NHTSA, says which recalls are open on a vehicle.
  • How many have been returned or fixed isn’t in the notice.
