The short answer

NHTSA received VOLVO OF AMERICA CORP.’s report on Dec 14, 1977. Copied from NHTSA on Oct 24, 2026.

Every line below is in NHTSA’s own words, with its source beside it.

What’s wrong with it?

The notice gives no hazard in a field of its own.

THE INVOLVED VEHICLES ARE IN NON-COMPLIANCE WITH FEDERAL MOTOR VEHICLE SAFETY STANDARD NO. 124, “ACCELERATOR CONTROL SYSTEMS”.

THE THROTTLE CABLE PLASTIC SLEEVE ON THESE VEHICLES, WHICH IS ATTACHED TO THE FIREWALL, COULD BREAK AT THE GROOVE FOR THE RETAINING CIRCLIP ALLOWING THE BUFFER SPRING THERE TO EXPAND AND CAUSE AN INCREASE IN ENGINE SPEED.

ALSO, THE THROTTLE CABLE COULD BECOME FRAYED BY CHAFING AGAINST INCORRECTLY EXPOSED REINFORCING MATERIAL FROM THE CABLE SHEATH, AT THE ENGINE END OF THE CABLE.

THE CABLE COULD THEN BECOME STUCK AT ANY ENGINE SPEED.

What the record doesn’t say

  • NHTSA’s recall file doesn’t say whether anyone was hurt.
  • Whether one vehicle or seat has been fixed: only its maker, or NHTSA’s lookup with a VIN, can say.
  • This recall names only model years before 2015, which have no pages here. Your VIN, at NHTSA, says which recalls are open on a vehicle.
  • How many have been returned or fixed isn’t in the notice.
