The short answer

NHTSA received Harley-Davidson Motor Company’s report on Jul 29, 2022. Copied from NHTSA on Oct 20, 2026.

Every line below is in NHTSA’s own words, with its source beside it.

What’s wrong with it?

Turn signal indicator lights that fail to alert the operator of a turn signal light failure can increase the risk of a crash.

Harley-Davidson Motor Company (Harley-Davidson) is recalling certain Detachable Tour-Pak Luggage Carrier Conversion Kits with part numbers 53000916 & 53000917, when installed on 2014-2022 Touring and CVO Touring motorcycles.

When the Tour-Pak Luggage Carrier is removed from the motorcycle while the conversion kit remains installed, the turn signal indicator lights may flash fast continuously and not adjust the frequency to alert the operator of a turn signal light failure.

As such, these Luggage Carrier Conversion Kits fail to comply with the requirements of Federal Motor Vehicle Safety Standard number 108, “Lamps, Reflective Devices, and Associated Equipment.”

What the record doesn’t say

  • NHTSA’s recall file doesn’t say whether anyone was hurt.
  • Which ones, by part or lot: the recall’s report on NHTSA’s site gives them where the maker did; this file gives part numbers only where its maker listed them.
  • How many have been returned or fixed isn’t in the notice.
