The short answer

NHTSA received Specialty Manufacturing Co.’s report on Jun 21, 2019. Copied from NHTSA on Oct 20, 2026.

Every line below is in NHTSA’s own words, with its source beside it.

What’s wrong with it?

If the roof hatch external handle breaks, in the event of an emergency, the hatch cannot be easily opened from outside the vehicle, increasing the risk of injury.

Specialty Manufacturing Co.

(Specialty) is recalling certain Prolo 24”x 24” roof hatches.

Due to a manufacturing issue, the roof hatch external handle may unexpectedly break under reasonable use.

As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard (FMVSS) number 217, “Bus Emergency Exits and Window Retention and Release.”

What the record doesn’t say

  • NHTSA’s recall file doesn’t say whether anyone was hurt.
  • Which ones, by part or lot: the recall’s report on NHTSA’s site gives them where the maker did; this file gives part numbers only where its maker listed them.
  • How many have been returned or fixed isn’t in the notice.
