The short answer

Every line below is in NHTSA’s own words, with its source beside it.
What’s wrong with it?
Without a high-mounted brake light, the warning given to others that the vehicle is slowing or stopping may be limited. If the rear camera is inoperable, the driver may have reduced visibility of what is behind the vehicle. Either condition can increase the risk of a crash.
TAP Worldwide, LLC (TAP) is recalling certain Poison Spyder Customs-brand Tire Carriers, part number 19-62-030TP1, sold as aftermarket parts.
These Tire Carriers may not provide a license plate lamp or center high-mounted brake light and may also cause the rear visibility camera system to be inoperable.
As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard (FMVSS) number 108, “Lamps, Reflective Devices, and Associated Equipment,” and number 111, “Rearview Mirrors.”

What the record doesn’t say
- NHTSA’s recall file doesn’t say whether anyone was hurt.
- Which ones, by part or lot: the recall’s report on NHTSA’s site gives them where the maker did; this file gives part numbers only where its maker listed them.
- How many have been returned or fixed isn’t in the notice.
