The short answer

NHTSA received Turtle Top’s report on Aug 6, 2015. Copied from NHTSA on Oct 20, 2026.

Every line below is in NHTSA’s own words, with its source beside it.

What’s wrong with it?

Windows that do not meet minimum loading requirements are at an increased risk of breaking and falling onto a passenger when pushed by passengers or objects.

Turtle Top is recalling certain model year 2012 Van Terra XL transit bus manufactured October 13, 2012, to February 7, 2013, and 2012 Odyssey XL MPV transit bus manufactured May 2, 2011, to October 4, 2011, which fail to comply with the requirements of Federal Motor Vehicle Safety Standard (FMVSS) No. 217, “Bus Emergency Exits and Window Retention and Release.” The windows may not meet minimum loading requirements.

What the record doesn’t say

  • NHTSA’s recall file doesn’t say whether anyone was hurt.
  • Whether one vehicle or seat has been fixed: only its maker, or NHTSA’s lookup with a VIN, can say.
  • This recall names only model years before 2015, which have no pages here. Your VIN, at NHTSA, says which recalls are open on a vehicle.
  • How many have been returned or fixed isn’t in the notice.
