Every line below is in NHTSA’s own words, with its source beside it.
What’s wrong with it?
If the driver can not adjust the amount of dash illumination, the driver may not be able to easily see the dash controls. This distraction may increase the risk of a crash.
Capacity of Texas (Capacity) is recalling certain model year 2013-2015 ISB13 Yard Tractors manufactured from September 1, 2013, through April 22, 2015.
The affected vehicles were manufactured without a dimmer switch to control the backlighting illumination on the dashboard.
As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard (FMVSS) number 101, “Controls and Displays.”

What the record doesn’t say
- NHTSA’s recall file doesn’t say whether anyone was hurt. Owners’ complaints are counted on each vehicle’s page.
- Whether one vehicle or seat has been fixed: only its maker, or NHTSA’s lookup with a VIN, can say.
- How many have been returned or fixed isn’t in the notice.
