The short answer
NHTSA received General Motors LLC’s report on Sep 9, 2014. Copied from NHTSA on Oct 20, 2026.
Every line below is in NHTSA’s own words, with its source beside it.
What’s wrong with it?
If the transmission can be moved from “Park” without depressing the brake pedal, unintended motion may occur increasing the risk of a crash. Additionally, if the ignition key can be removed without the transmission being in “Park,” the vehicle may roll away, increasing the risk of injury to exiting occupants and bystanders.
General Motors LLC (GM) is recalling certain model year 2011-2013 Chevrolet Caprice vehicles manufactured March 24, 2011, to December 6, 2013.
The affected vehicles are Police Patrol Vehicles (PPV), equipped with a specific transmission selector lever that contains two pins that can become displaced.
If the pins get displaced, the driver may be able to shift the vehicle from “Park” without depressing the brake pedal or remove the ignition key without the transmission being in “Park.” As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standards No. 102, “Transmission Shift Position Sequence, Starter Interlock, And Transmission Braking Effect”, and No. 114, “Theft Protection And Rollaway Prevention.”

What the record doesn’t say
- NHTSA’s recall file doesn’t say whether anyone was hurt.
- Whether one vehicle or seat has been fixed: only its maker, or NHTSA’s lookup with a VIN, can say.
- This recall names only model years before 2015, which have no pages here. Your VIN, at NHTSA, says which recalls are open on a vehicle.
- How many have been returned or fixed isn’t in the notice.
