The short answer
NHTSA received E-One Incorporated’s report on Nov 29, 2013. Copied from NHTSA on Oct 20, 2026.
Every line below is in NHTSA’s own words, with its source beside it.
What’s wrong with it?
If the latch plate remains partially engaged after the button is pressed, egress from the vehicle could be hindered which would increase the risk of injury in the event of an emergency.
E-One Incorporated (E-One) is recalling certain model year 2013 model Typhoon and Cyclone II fire fighting vehicles equipped with IMMI-brand L9 seat belt buckles.
When the button is pressed to release the seat belt, the latch plate can become partially engaged with the buckle, making the seat belt difficult to unlatch.
Thus, these vehicles fail to conform to the requirements of Federal Motor Vehicle Safety Standard (FMVSS) No. 209, “Seat Belt Assemblies.”

What the record doesn’t say
- NHTSA’s recall file doesn’t say whether anyone was hurt.
- Whether one vehicle or seat has been fixed: only its maker, or NHTSA’s lookup with a VIN, can say.
- This recall names only model years before 2015, which have no pages here. Your VIN, at NHTSA, says which recalls are open on a vehicle.
- How many have been returned or fixed isn’t in the notice.
