The short answer
NHTSA received Navistar, Inc.’s report on Sep 3, 2013. Copied from NHTSA on Oct 26, 2026.
Every line below is in NHTSA’s own words, with its source beside it.
What’s wrong with it?
The barriers may fail to restrain occupants from flying forward during crashes and sudden driving maneuvers, increasing the risk of injury.
Navistar is recalling certain model year 2013-2014 IC Bus CE and 2013 IC Bus RE school buses, manufactured August 20, 2012, through September 4, 2012.
The school bus restraining barriers may have an insufficient weld at the base of the barrier frame that does not comply with the requirement of Federal Motor Vehicle Safety Standard (FMVSS), No. 222, “School Bus Passenger Seating and Crash Protection.”

What the record doesn’t say
- NHTSA’s recall file doesn’t say whether anyone was hurt.
- Whether one vehicle or seat has been fixed: only its maker, or NHTSA’s lookup with a VIN, can say.
- This recall names only model years before 2015, which have no pages here. Your VIN, at NHTSA, says which recalls are open on a vehicle.
- How many have been returned or fixed isn’t in the notice.
