What’s wrong with it?
WITHOUT THE LATCH SYSTEM, THE SEAT MAY BE MORE DIFFICULT TO PROPERLY SECURE AND IN THE EVENT OF A VEHICLE CRASH, THE CHILD MAY NOT BE ADEQUATELY PROTECTED AND IS AT AN INCREASED RISK FOR INJURY.
DOREL JUVENILE GROUP (DJG) IS RECALLING CERTAIN INFANT CHILD RESTRAINTS, MODELS IC124FSM (ONBOARD 35) AND IC123FSM (COMFY CARRY), PRODUCED FROM MAY 2011 THROUGH APRIL 2012, WERE SOLD WITHOUT THE SEPARATE SEAT BASE THAT CONTAINS THE REQUIRED LATCH ATTACHMENT ASSEMBLY.
WITHOUT THE LATCH ASSEMBLY, THESE UNITS FAIL TO CONFORM TO THE REQUIREMENTS OF FEDERAL MOTOR VEHICLE SAFETY STANDARD NO. 213, “CHILD RESTRAINT SYSTEMS.”

What the record doesn’t say
- NHTSA’s recall file doesn’t say whether anyone was hurt.
- Whether one vehicle or seat has been fixed: only its maker, or NHTSA’s lookup with a VIN, can say.
- How many have been returned or fixed isn’t in the notice.
