The short answer

NHTSA received NAVISTAR, INC’s report on Jul 22, 2011. Copied from NHTSA on Oct 20, 2026.

Every line below is in NHTSA’s own words, with its source beside it.

What’s wrong with it?

NONCOMPLIANCE TO THE STANDARD INCREASES THE PASSENGER’S RISK OF REARWARD EJECTION FROM THE SEAT WHICH MAY CAUSE PERSONAL INJURY OR DEATH IN THE EVENT OF A CRASH.

NAVISTAR IS RECALLING CERTAIN MODEL YEAR 2011 AND 2012 IC CE AND RE SCHOOL BUSES MANUFACTURED FROM OCTOBER 8, 2009, THROUGH APRIL 14, 2011.

THESE BUSES WERE BUILT WITHOUT OR INCORRECTLY INSTALLED FLOOR CHANNEL REINFORCEMENTS.

ACCORDINGLY, THE BUSES FAIL TO CONFORM WITH THE SEAT BACK REAR FORCE AND DISPLACEMENT REQUIREMENTS OF FEDERAL MOTOR VEHICLE SAFETY STANDARD NO. 222, “SCHOOL BUS PASSENGER SEATING AND CRASH PROTECTION.”

What the record doesn’t say

  • NHTSA’s recall file doesn’t say whether anyone was hurt.
  • Whether one vehicle or seat has been fixed: only its maker, or NHTSA’s lookup with a VIN, can say.
  • This recall names only model years before 2015, which have no pages here. Your VIN, at NHTSA, says which recalls are open on a vehicle.
  • How many have been returned or fixed isn’t in the notice.
