The short answer

NHTSA received BLUE BIRD BODY COMPANY’s report on Jun 9, 2009. Copied from NHTSA on Oct 28, 2026.

Every line below is in NHTSA’s own words, with its source beside it.

What’s wrong with it?

THE VEHICLES CAN BE STARTED AND DRIVEN EVEN WHEN AN OWNER MAY THINK THEY CANNOT.

BLUE BIRD IS RECALLING 2,203 MODEL YEAR 2003 THROUGH 2010 ALL AMERICAN REAR ENGINE SCHOOL BUSES EQUIPPED WITH OPTIONAL PLUG STYLE VANDAL LOCKS MANUFACTURED FROM JULY 16, 2003 THROUGH APRIL 10, 2009.

THE PLUG STYLE VANDAL LOCK IS NOT WIRED TO INHIBIT THE STARTER AT THE IGNITION SWITCH WHEN THE VANDAL LOCK IS IN THE LOCKED POSITION.

THESE BUSES FAIL TO CONFORM TO THE REQUIREMENTS OF FEDERAL MOTOR VEHICLE SAFETY STANDARD NO. 217, “BUS EMERGENCY EXITS AND WINDOW RETENTION AND RELEASE.”

What the record doesn’t say

  • NHTSA’s recall file doesn’t say whether anyone was hurt.
  • Whether one vehicle or seat has been fixed: only its maker, or NHTSA’s lookup with a VIN, can say.
  • This recall names only model years before 2015, which have no pages here. Your VIN, at NHTSA, says which recalls are open on a vehicle.
  • How many have been returned or fixed isn’t in the notice.
