The short answer

NHTSA received GRACO CHILDREN’S PRODUCTS INC’s report on Jan 2, 2008. Copied from NHTSA on Oct 20, 2026.

Every line below is in NHTSA’s own words, with its source beside it.

What’s wrong with it?

THE PURPOSE OF THIS STANDARD IS TO REDUCE THE NUMBER OF CHILDREN KILLED OR INJURED IN MOTOR VEHICLE CRASHES.

CERTAIN GRACO COMFORTSPORT CHILD RESTRAINT SYSTEMS, MODEL 8C02MRC2, MANUFACTURED ON OCTOBER 22, 2007, WERE NOT CERTIFIED TO COMPLY WITH FEDERAL MOTOR VEHICLE SAFETY STANDARD NO. 213, ‘CHILD RESTRAINT SYSTEMS.’ THESE SEATS WERE PRODUCED WITH CONVOLUTED FOAM THAT WAS 1.5” THICK INSTEAD OF THE 1” THICK FOAM THAT GRACO SPECIFIED AND TESTED.

SEATS WITH 1.5” FOAM HAVE NOT BEEN TESTED SO IT IS UNCLEAR AS TO WHAT IMPACT THIS WILL HAVE ON COMPLIANCE TO THE STANDARD AND ON CHILD SEAT SAFETY.

What the record doesn’t say

  • NHTSA’s recall file doesn’t say whether anyone was hurt.
  • Whether one vehicle or seat has been fixed: only its maker, or NHTSA’s lookup with a VIN, can say.
  • How many have been returned or fixed isn’t in the notice.
