The short answer
NHTSA received GM DAEWOO AUTO & TECHNOLOGY COMPANY’s report on Jul 20, 2007. Copied from NHTSA on Oct 20, 2026.
Every line below is in NHTSA’s own words, with its source beside it.
What’s wrong with it?
THESE BUCKLE MALFUNCTIONS COULD PREVENT A PERSON FROM USING THE SEAT BELT SYSTEM, AND RISK OF INJURY TO AN UNBELTED PERSON IN A CRASH WOULD BE INCREASED.
CERTAIN VEHICLES LOCATED IN GUAM AND SAIPAN WERE BUILT WITH A SEAT BELT BUCKLE WITH AN IMPROPER ULTRASONIC WELD OF THE SPRING RIB AND FIXATION RIB OF BUCKLE UNDERCOVER IN BOTH FRONT SEAT BELTS.
A SPRING RIB OR FIXATION RIB COULD BREAK AND REMAIN INSIDE THE BUCKLE, AND THE SEAT BELT TONGUE MAY NOT BE INSERTED INTO THE BUCKLE, OR THE PUSH BUTTON MAY BECOME STUCK, RESULTING IN AN OCCUPANT NOT BEING ABLE TO UNLATCH THE BUCKLE.

What the record doesn’t say
- NHTSA’s recall file doesn’t say whether anyone was hurt.
- Whether one vehicle or seat has been fixed: only its maker, or NHTSA’s lookup with a VIN, can say.
- This recall names only model years before 2015, which have no pages here. Your VIN, at NHTSA, says which recalls are open on a vehicle.
- How many have been returned or fixed isn’t in the notice.
