The short answer

NHTSA received HARLEY-DAVIDSON MOTOR COMPANY’s report on Dec 6, 2004. Copied from NHTSA on Oct 20, 2026.

Every line below is in NHTSA’s own words, with its source beside it.

What’s wrong with it?

THE OPERATOR OF THE MOTORCYCLE WOULD LOSE POWER TO THE ABS WARNING LIGHT AT THE SAME TIME HE LOSES POWER TO THE ABS BRAKE SYSTEM IF THIS PARTICULAR FUSE WOULD BLOW. THE WARNING LIGHT WOULD NOT ILLUMINATE DUE TO THE LOSS OF ELECTRICAL POWER TO THE MOTORCYCLE AND THE OPERATOR MIGHT NOT BE AWARE THAT THE ABS BRAKES WERE NOT FUNCTIONAL. THE GAUGES ARE ALSO WIRED THROUGH THIS FUSE CIRCUIT AND, SHOULD THIS FUSE FLOW, WOULD ALSO CEASE TO FUNCTION.

CERTAIN POLICE MOTORCYCLES WERE BUILT WITH A DEFECTIVE WIRING HARNESS.

THE ANTILOCK BRAKE SYSTEM (ABS ) IS WIRED THROUGH THE SAME FUSE CIRCUIT AS THE ABS MALFUNCTION WARNING LIGHT.

What the record doesn’t say

  • NHTSA’s recall file doesn’t say whether anyone was hurt.
  • Whether one vehicle or seat has been fixed: only its maker, or NHTSA’s lookup with a VIN, can say.
  • This recall names only model years before 2015, which have no pages here. Your VIN, at NHTSA, says which recalls are open on a vehicle.
  • How many have been returned or fixed isn’t in the notice.
