The short answer

NHTSA received DOREL JUVENILE GROUP’s report on Apr 22, 2002. Copied from NHTSA on Oct 27, 2026.

Every line below is in NHTSA’s own words, with its source beside it.

What’s wrong with it?

IF THE WEBBING IS EXPOSED TO A SIGNIFICANT AMOUNT OF ABRASION, IT COULD DEGRADE. IF THE WEBBING DEGRADES MORE THAN PERMITTED BY THE STANDARD, IT MAY NOT PROVIDE SUFFICIENT PROTECTION TO A CHILD IN A CRASH, INCREASING THE RISK OF INJURY TO THE CHILD.

ON CERTAIN DOREL JUVENILE GROUP (DJG) CHILD RESTRAINT SYSTEMS, MANUFACTURED FROM JANUARY 1, 2000, THROUGH SEPTEMBER 30, 2001, THE TETHER WEBBING FAILS TO CONFORM TO THE ABRASION REQUIREMENTS OF FEDERAL MOTOR VEHICLE SAFETY STANDARD NO. 213, “CHILD RESTRAINT SYSTEMS.”

What the record doesn’t say

  • NHTSA’s recall file doesn’t say whether anyone was hurt.
  • Whether one vehicle or seat has been fixed: only its maker, or NHTSA’s lookup with a VIN, can say.
  • How many have been returned or fixed isn’t in the notice.
