The short answer

NHTSA received WARREN OIL COMPANY’s report on Oct 25, 2000. Copied from NHTSA on Oct 20, 2026.

Every line below is in NHTSA’s own words, with its source beside it.

What’s wrong with it?

IF THE BRAKE FLUID PH BALANCE IS LOWER THAN REQUIRED BY FEDERAL REGULATIONS, CORROSION COULD OCCUR RESULTING IN POOR BRAKING ABILITY.

EQUIPMENT DESCRIPTION: HEAVY DUTY BRAKE FLUID, 12 OUNCE BOTTLES PACKAGED BY WARREN OIL COMPANY BETWEEN JULY 13 AND JULY 14, 1999.

IN EFFORTS TO IMPROVE THE COLOR OF THE BRAKE FLUID, A LOWER AMOUNT OF AMINE WAS USED IN THE INHIBITOR PACKAGE, WHICH THEN RESULTED IN A LOWER PH.

THESE UNITS OF BRAKE FLUID DOES NOT COMPLY WITH THE REQUIREMENTS OF FEDERAL MOTOR VEHICLE SAFETY STANDARD NO. 116, “MOTOR VEHICLE BRAKE FLUIDS.”

What the record doesn’t say

  • NHTSA’s recall file doesn’t say whether anyone was hurt.
  • Which ones, by part or lot: the recall’s report on NHTSA’s site gives them where the maker did; this file gives part numbers only where its maker listed them.
  • How many have been returned or fixed isn’t in the notice.
