The short answer
Record last released by Delaware Office of Child Care Licensing on Oct 23, 2026.
Each figure’s source sits beside it, in its section below.
What these words mean4
- Inspection (survey)
- A visit by state inspectors, often unannounced, who check a place against the rules it must meet. For nursing homes and other places Medicare pays, CMS calls these visits surveys: a standard survey of a nursing home comes at least every 15 months, and a complaint survey whenever a complaint calls for one. Source: CMS; 42 CFR 488.308.
- Deficiency, citation, violation
- What inspectors write up when a place didn’t meet a rule: the rule, what they saw, and when. CMS calls it a deficiency; states may say citation or violation. It is the inspectors’ finding, not a court’s, and the place is usually asked for a plan to correct it. Source: CMS, statement of deficiencies (Form CMS-2567); each state’s licensing agency.
- Licence status
- Whether the state’s licence lets the place operate now, in the state’s own words: licensed, on probation (allowed to keep operating on conditions, after problems), provisional, pending or expired. Source: Each state’s licensing agency.
- Capacity
- The most people the licence or certification lets the place care for at once: residents, children, beds or apartments, as the state counts them. It isn’t how many are there now. Source: Each state’s licensing agency.

| Date | What | Detail |
|---|---|---|
| Aug 14, 2026 | OCCL Standards Complaint: No Evidence to Substantiate | On July 30, 2026, the Office of Child Care Licensing (OCCL) received a complaint alleging the center was not following proper cleaning and sanitation protocols and was not following proper exclusion requirements related to head lice. An investigation was conducted on August 5, 2026. Based on the results of the investigation, there is no evidence to substantiate this complaint because the center administrator and all staff interviewed stated the center followed cleaning and sanitation procedures, including daily classroom cleaning by staff, a professional deep cleaning of the affected classroom, and affected children were sent home for treatment. The center administrator provided Licensing Specialist #1 (LS #1) with copies of parent communications regarding the reported cases of head lice, as well as work orders documenting professional classroom cleanings. LS #1 observed the classrooms to be clean, and children’s belongings were stored in a manner that prevented them from touching one another. |
| Mar 17, 2026 | OCCL Standards Complaint: No Evidence to Substantiate | On February 26, 2026, and February 27, 2026, the Office of Child Care Licensing (OCCL) received two complaints alleging improper discipline. An investigation was conducted on March 2, 2026. Based on the investigation, there is no evidence to substantiate the complaint. Licensing Specialist (LS) #1 reviewed video footage from the Toddler Two classroom covering 8:30 a.m. through 4:45 p.m. on February 25, 2026. No incidents appear in the video footage indicating improper discipline or lack of supervision resulting in a red mark on Child #1 s back. LS #1 did observe Child #1 push themselves across the floor while lying on their back for approximately three minutes, which could have created irritation on Child #1 s back. LS #1 also observed another child drop a wicker basket onto Child #1 s back approximately fifteen minutes prior to Child #1 s diaper being changed and Parent #1 arriving for pick-up. The basket fell in approximately the same location where the red marks were observed, indicating a possible cause of the injury. |
| Nov 24, 2025 | OCCL Standards Complaint: No Evidence to Substantiate | On November 6, 2025, the Office of Child Care Licensing (OCCL) received a complaint regarding concerns of staff members not using positive behavior supports due to yelling, using threatening tones, and failing to use positive and developmentally appropriate methods of classroom management. The complaint also included concerns regarding the program s response to parent complaints and adherence to center policies on social media posts referenced in the staff handbook. An investigation was conducted on November 12, 2025. Based on the investigation, there is no evidence to substantiate the complaint involving staff members not using positive behavior supports due to yelling or using threatening tones. Four staff members were interviewed regarding Staff #1 s tone and approach to classroom management. Each individual reported Staff #1 has a naturally loud voice, but all stated they had ever heard Staff #1 use harsh or threatening tones with children. Staff #3 described Staff #1 as effective in the classroom, consistently working to build relationships with children while maintaining routine and structure. Staff #1 was interviewed and denied the use of yelling or harsh tones with the children in their classroom, noting their voice is naturally loud and stating it has never been brought up as a concern by administration. There is no evidence to substantiate the complaint for insufficient administrative response to a parent complaint. Administrator #1 provided LS #1 with multiple pieces of documentation demonstrating timely responses to Parents #1 and #2 through emails and text messages. DM #1 required approximately 48 hours to respond to Parent #1 due to commitments at an out-of-state conference; however, Administrator #1, as the program s named administrator, maintained daily face-to-face communication and provided timely written responses. There is no evidence to substantiate the complaint involving a failure to follow social media policies described in the staff handbook. Administrator #1 explained they were not the program s administrator at the time of the post, nor was DM #1 serving as district manager. Administrator #1 further explained the social media post involved multiple staff members using nicknames and participating in a trend in October 2022. No children appeared in the video, and no identifying information connected the post to Tutor Time Child Care Learning Center, so the facility s policy was not violated, and no disciplinary action was needed. |
| Sep 18, 2025 | OCCL Standards Complaint: No Evidence to Substantiate | On August 26, 2025, the Office of Child Care Licensing (OCCL) received a complaint regarding improper discipline and failure to follow procedures for accepting and handling complaints from a parent or guardian. An investigation was conducted on September 3, 2025. Based on the findings, there is no evidence to substantiate the complaint for improper discipline. Video footage was reviewed by multiple individuals, including Administrator #1, District Manager #1, the Tutor Time Safety Team, Human Resources, and the Tutor Time Regional Manager. The final determination was, although the incident did not reflect positively on Staff #2, there was no danger to the children and no risk of injury resulting from Staff #2 s frustration. There is also no evidence to substantiate the complaint regarding failure to accept or handle complaints from parents or guardians. Administrator #1 provided Licensing Specialist (LS) #1 with communications exchanged with District Manager #1, which demonstrated an appropriate response time to the allegations presented on May 27, 2025. Administrator #1 took the allegations from Parent #1 on May 27, 2025, and video footage was available and offered for viewing on May 30, 2025. A meeting was conducted with the Administrator #1 and Parents #1 and #2 on June 2, 2025, in which the footage was reviewed. At this point, Staff #2 was placed on administrative leave, while two remaining pieces of the investigation were conducted. Staff #2 was cleared to return to work on June 10, 2025, and was issued a final corrective action write-up on June 12, 2025. |
| Apr 23, 2024 | OCCL Standards Complaint: No Evidence to Substantiate | On March 25, 2024, a complaint was called into the Child Abuse and Neglect Report line and not accepted for investigation by the Institutional Abuse Unit (IAU). The IAU sent the report to the Office of Child Care Licensing (OCCL) on March 25, 2024, and it was accepted for investigation. The Office of Child Care Licensing (OCCL) received a second complaint on March 25, 2024, regarding the same allegations, and was accepted for investigation regarding allegations of improper discipline and unsanitary conditions. An investigation was conducted on April 4, 2024. There is no evidence to substantiate this complaint for improper discipline based on observation of classroom video footage and interviews with staff. LS Hackett viewed camera footage of the only physical interaction between Staff #1 and Child #1 on March 22, 2024, and did not observe any improper discipline. District Manager Samantha Young viewed the video of Child #1 s entire day and did not observe any rough handling of any kind from either staff member in the room. Staff #1 and Staff #3 stated they never grabbed a child by the arm and, if needed, will pick up a child under the armpits. There is no evidence to substantiate this complaint for unsanitary conditions based on interviews and observation of classrooms. Cleaning procedures noted during the interviews meet the DELACARE Regulation requirements, and the facility appeared clean upon entry. Proper cleaning supplies were available at the facility. |

What the record doesn’t say
- Delaware doesn’t grade violations by severity, so read what was cited.
- Delaware’s open data lists a visit only when a violation was cited there, so visits that found nothing aren’t shown.
- Delaware publishes five years of reviews and complaints; this page shows the last three.
- Delaware doesn’t publish staffing levels or owners for individual providers.
- Delaware lists only the visits that found violations, so a provider with none listed may not have been visited at all: no count of violations is used to headline, filter or compare its providers.
